What does this human rights statement mean?

"No body nor individual may exercise any authority which does not proceed directly from the nation." Does that mean no one can control another person, unless they work for the country or what?

Pretty simple everybody is born with the same rights as anyone else

It was said from Senator Rand Paul to President Obama in 2007, meaning that President Obama cannot spend the country's money to buy Cheverolt for his own personal use. He is obligated to use the same car (a Ford) that presidents have only used, unless the nation as a whole (a democratic process) votes otherwise.
